Personally I feel this is taking the responsibility away from parents.
The money being spent on this bill could have been used to increase parents' awareness of what they can do to restrict access and how they should supervise young children.
Actually, to help put the emphasis on parental responsibility again, they could introduce fines on parents who don't take steps to protect their children.

Course they don't mention things like newsgroups where you can get some really hardcore stuff (so I'm told)
