Unless they are not doing ilegal activites then nothing can be done. Just because they are scaring people though their presense is showing what this stereotype is doing to people.

But it isn't.
And what they are doing is 'low level nuisance', which is precisely the sort of thing that can be made illegal, in a way, by use of the now-famous ASBO.
So far as I can see, the only people who do not understand how intimidating groups of youths can be are the youths themselves.
