If the Network is falling apart then why do i get good fast speeds with no drop outs ?

Due to a problem the other day with a disconnection. I made some enquires for my area. Bulldog would only commit to March for my area if i signed up now

Also 2.2 km from the exchange means i might only get 3 to 4 meg at the best of times for there upto 8 meg service.
ADSL2+ Well dont even get me going on the time frame they gave me for that.
So i decided to tell them where to stuff it.
