I can honestly say 10Mb is a complete Joke. Ive had it for a few weeks now and recently its gotten so bad. My average download rate for HTTP is ~80KB/s. FTP is fine. Pulling from mirror.ac.uk gets you +1MB/s. As usual, the renfrew caches are abysmal.
Ive also been experienceing some packet loss and ping spikes. Using visual route, im seeing congestion, at the Renfrew and Lee (Leeds?) cores.
Anyone had similar problems up here?

Just to add, the packet loss and ping spikes are occuring here:
