Well after another conversation with tech help I think I've finally got a breakthrough.

2nd 512K took 2183 ms = 234.5 KB/sec, approx 1932 Kbps,
1.89 Mbps
3rd 512K took 2153 ms = 237.8 KB/sec, approx 1959 Kbps,
1.91 Mbps
4th 512K took 2554 ms = 200.5 KB/sec, approx 1652 Kbps,
1.61 Mbps
Overall Average Speed = approx 1871 Kbps,
1.83 Mbps
