We cannot tell you if you can get upgraded or not. As far as we are aware, the upgrade should be available in all areas. However, many areas seem to be holding back on upgrading people at the moment (seemingly random, depending on the CS rep you speak to). Rather than post the question here, just ring ntl and ask to be upgraded.
