i had basically the same problem when i was installing broadband with a 250, so what i did was turn off modem (5mins) switch it on, register everything using another pc, once i had finished, switch off modem again 5 mins, connect to the pc that requires the connection, switched it on, waited until lights went solid, then ran the 'create a new connection' wizard which is in internet explorer.


then go to tools - internet options - connections - setup at the top, then make sure you choose 'connect to the internet' then hit 'next' choose 'setup my isp connection manually' then 'connect using a broadband connection thats is always on' finish the wizard, then leave it for a few mins, try connecting with internet explorer
