NTL have a much more points where they are vulnerable to contention.

UBR which is only 4 times the size of the customer's new burst rate.
Proxies, having this in between the customer and the target website is another potential contetion point.
Peering congestion, adsl isp's can also suffer from this but ntl seem to have it quite bad at the moment.
