Is the 10MB BB available in swansea?

I have an NTL 250 SACM!

Also I am on the 2MB service at the moment if I go to NTL's website and order the 3MB upgrade will I get the 10MB service?

Ohhh and last if I upgrade and the speed is crap can I downgrade again or am I locked in to a whole new contract?
