It appears that many people do not believe that there could be a valid reason why they can't have the upgrade at present. It could be because their particular area is not ready for the upgrades, they may have the wrong equipment, there may be database problems, they may be on a billing system that won't allow the upgrade, etc.
If you look through this thread you will see many examples of why some can't get the upgrade and why some who have the upgrade don't get the full 10 Mbps.
People like Robin Walker (rdhw) have explained why you will be lucky to get 10 Mbps all the time (He can't achieve that and he has a 100 Mbps connection). People read that explanation but think he is wrong because Fred Bloggs has said that he has been upgraded and gets the full whack. They then post saying they have called NTL 10 times and got a different answer each time, eventually got upgraded but can only get 5 Mbps. They have then called NTL who are sending out an engineer to replace their faulty modem. It never appears to cross their mind that not getting the full whack may be down to so many users using the same speed tests at the same time and eating up either the speed test servers bandwidth or their UBR's bandwidth. What a waste of NTL staff's time and time equals cost. Guess who will pay the cost at the end of the day, one way or another?
