Hopefully it's just because people are testing out their new speed and it will calm down a bit, at least I hope so...

That may be part of the problem. I also reckon that many people will need to upgrade their modems and possibly even their PCs to be able to handle the increased speeds. Still, I've technically got a 10Mbit connection!
