It's an interesting notion but here's the thing:
a) The majority of the population are NON smokers.
b) My non-smoking does not affect you in the slightest. It is the smoke itself causing the offense, therefore it should be the smoke that moves.
c) A non-smoking outhouse does not protect the bar staff.
