Depend on browser but firefox can sometime anticipate download and start it in background so when you click go (or pages does it for you) the first stage can come flying down.

I've downloaded Oracle software and patches (hundreds of meg) and it starts at over 1000kB/s but drops usually below the expected 360. (I'm on 3Mb).
