I pay ÃƒÆ’Ã¢â‚¬Å¡Ãƒâ€šÃ‚Â£24.99 and have checked on the site for cable modem configuration and it says 2mb.

While I get half decent download times I have known me have problems gettin 100kbs.

ICQ is a client I do use time to time to send files but I notice no difference. At least though I do admit it offers a restart on large files.
