Why, your average user is not going to change their emailing, surfing habits because they can go faster, they will just do it faster.

Also from things Jimbo has said, effectivly this data comes racing over to the UBR as fast as the internal NLT network can carry it, the UBR then feeds it out to you at the pace that your account is set to recieve it at. Now I don't know how the packets are stored at the UBR, but by slowing these users down may create congestion at the UBR that could impact the 10mb users. You would need a techy UBR type person to clarify that.
