Does anyone possibly know of a company or software that allows you to do video streaming 24/7 but at the same time schedule it?

I've a large number of hour long clips I'd want to be able to say:

00:00 - Play Clip 1
01:00 - Play Clip 5
02:00 - Play Clip 23

etc etc building up a day long playlist. So in theory would be like a online version of a tv channel.

I know you can do playlists and that would be great if it was possible to say what time clips should be played but I haven't found a way to do that.

I've tried on Windows Media Services on a 2003 S/E server but had no luck on finding a way on there of how to do what I want to do and after trailing through the Microsoft website don't think it's possible with that or is it?

Any help would be greatly appreciated.
