As someone who has lived here for close to 30 years, I can tell you that's the first time I've ever heard of that happening to people because they're "foreignors" (your wording) to Wales. I can also assure you that "the bloke at the scrapyard" is talking out of his rusty bullet hole.

Therefore it's not something we do as a nation. Kind of makes your "one of the welsh's favourite tricks " comment redundant. Had you said "This is a trick played by some irresponsible people against the English which is not indicative of their countrymen" then you'd probably be closer to making sense.
