They do allow FTP servers only under the following conditions:

1. It is private (i.e. unadvertised - you invite select users to connect to it), with no anonymous account access (all accounts must have a username/password)
2. You don't facilitate the transmission of material against the AUP - warez, porn, hate material, etc.
3. You don't upload 'too much', negatively impacting the service for others. They have said, not written, that the max anyone should really upload is 300meg a day - but this isn't a cap, only a guidline.

NTL don't port block port 21, if someone can't connect then it is a firewall issue somewhere. Have you turned off the XP firewall? Turn off any 3rd party firewall, like ZoneAlarm? Are you behind a router? If you are then you need to activate "port forwarding" so people can access it, otherwise your router will act as a firewall and deny incoming connections.

If you have done all that, you can actually change the port you connect to (leaving it on default, port 21, isn't a good idea anyway, other people can scan for it, and attack it), but NTL don't block port 21.
