This is a false war, the biggest abuse of benefit fraud is when children are involved and with people claiming JSA when they work, incapacity has a very low fraud rate, especially for people claiming it short term. Like has already been pointed out a particurly bad case marks thousands of people wrongly in a bad way. Blair's war is to get sick people forced to work causing them uneeded stress and making them concentrate their energy in the wrong place, if he wants ill people back to work faster then perhaps he should sort out them having to wait 6 months between each hospital appointment and them having to constantly fight the benefit system to get their money.

A big chunk of benefit fraud would be cut if some kind of child bearing laws were put in place like china maybe? or maybe dependant on job status or wealth, blair is on a war to cut child poverty (adult poverty not mentioned) which generally means throwing more benefits at parents.

The benefits listed by OB showed my point about duplicate benefits paid out for children.

Child benefit £4,747. 60

Carers' allowance (for a child who has chronic asthma) £5,691. 40
Disability living allowance (for the same child) £5,051. 80

These 2 benefits are been paid out for the exact same thing, if it was an adult who had asthma they would at most just get DLA and defenitly not carers allowance but would likely get neither, my sister has asthma and gets no benefit for it.

Disability allowance (for another child with chronic asthma) £3,754. 40
This brings up another question, a adult on lower rate DLA would get somewhere in the region of £720 a year, a very low amount, I would be very interested how this is worked out since DLA is a topup benefit and is very unusual for that amount to be paid out unless the person needs serious attention and care, but since she is a parent unemployed anyway with the time for her child why is this payment needed?

Income support (Mrs Bardsley and children) £13,710 .84
IS is supposed to come into account after all benefits are calculated, eg. if the law says you need £56 a week to live on and you get £55 JSA then you can claim £1 a week IS, so this is benefit is been for one of 2 reasons and it is either because the law says she needs £37k to live on and this is the top up (very absurb if true) or she is getting it for some other reason probably claiming sickness for herself (people who claim incapacity and havent paid enough tax, will be on income support instead) but note how it says and for her children, this is now a 3rd benefit for her children (duplicated 3 times for 2 kids twice for the rest). A childless adult claiming IS would generally be getting between £2400 and £4000 a year.

Incapacity benefit (for Mr Bardsley who has had depression since his father died six years ago) £4,446. 00
This isnt means tested but he is married to someone else who is claiming over 30k worth of benefits which I think normally would disqualify him, I am guessing here that the fact he has children probably turned the decision in his favour.
