Of course it's not wrong, you can't deny facts just because they don't suit your agenda. If Valve didn't block them then there wouldn't be a problem - fact. ntl proxies pass on the original client ip for purposes such as this. If we can extract and use it (which we do) then so can they.
Yes it is wrong, especially in the light of todays announcement on steampowered.com - answering the now 3 page long thread of NTL users that cannot access the site - Valve were asked and have confirmed that they are NOT blocking NTL users.

Its the proxies .......again.

Shacknews.com is also still dead on Poplar proxies
Betanews is partyl fixed it seems, it comes in but then choosing a file or story causes the next page to hang because it seems the proxy cannot handle the ad server and hangs the page - richards-realm, an adult site, has a submit script that does not work with Poplar proxies - it just hangs, I could go on (and frequently do !)

Of no interest or use to me, I'm an end user, I don't want to have to rely on what individual web masters may or may not do to enable me to see the site, NTL proxies are the ONLY ones I'm aware of that have this problem with so many sites, other ISP users do not have to rely on this to see sites - AOL use proxies, and so far in over 3 years of using them I have yet to find a site that doesn't work at full speed using them.

There are so many proxy threads on this site alone, you even have a dedicated section, they don't work properly.

I just tried kodak.com as mentioned above - and sure enough the site comes in, but when requesting the support/drivers page it hangs (works fine on AOL)
Another one to add to the list..
