Why is it happening on a few websites though, if its meant to be down to Valve? bit strange if you ask me

Only steampowered.com is down to Valve, the others are either faulty proxies or sites banning users, and accidentally banning entire sections of the country from their site because of the proxies, here in Poplar land I often get MSN Groups and Yahoo giving me blank pages, many times I go to a new site and it comes in blank so I think its down, but then using another proxy brings it in - they are pretty awful here
If you live where you have good proxies, then you have a good service and don't see all these problems, be thankful !
