For most people the new speeds will only mean that they get information faster, not more of it. If NTL offered the choice of lower prices if you didn't want the speed increase then many customers would plump for the lower price. There is no logical reason to expect a price reduction. All the infrastructure has to be in place and paid for to allow you the higher speed if you want it.
