Because the user is thick. In 5 mins I can use the computer management console to start telnet on a PC and connect on. From there I can, say, set DNS. It might take me upto 15 mins to talk the user through making the changes, and it's guaranteed that there'll be no "my network places" on the desktop and that control panel will be in category view
