Open Windows Explorer as an Administrator user, browse to C:\Documents and Settings\Administrator\Start Menu\Programs and copy the shortcut in question, and then browse to C:\Documents and Settings\All Users\Start Menu\Programs and paste the shortcut there. Should work, although I've not tried it presonally, so post back if it doesn't
