Yeah this is what I am trying to figure out whats cauing these problems.

IE uses high cpu loading pages under ntl but not other isps's so that could be caused by what you said having rised the max connections buit then these connections get queued as the proxy holds them up.

But opera is the big problem I am getting all kinds of stalls etc. loading pages especially when loading up the browser and it tries to load dozens of pages together. Opera by default enables pipelining so I will need to specifically disable it.
