It was all talk. It would have been political suicide for the council to evict Forest in the run-up to local elections and create 30,000+ in one city who won't vote for them. Evicting Forest would also affect several businesses in the WB area who will lose a lot of their trade- and make them ****ed with the council too.
Basically Doughty was trying to get the debt restructured so he could get the freehold on the land and its environs for personal development plans. (IIRC) He was trying to use it as a bargain to get what he wanted- that's a capitalist for you. Except he hadn't factored in the public money factor so in the end he just paid it himself.
And they wouldn't have evicted us anyway seeing as the lease is extremely long-term (about 100 years left).
