you could always buy a cheap air compressor for say blowing up paddling pools,the air does no blow out violently but enough to clear a system.
Also when I spring clean my pc I strip it down so the dust is not just blown somewhere else in the case

got to be careful doing that , there is i imagine the potential for water / oil to get through the compressor
