If everything is plugged in via the modem then you shouldn't have to switch anything off as the router controls the connection to the modem. You should be able to just plug in the computers to the router and then swithch the PCs on.
The order to switch things on normally is
SACM,
Wait for lights to settle,
Router,
Wait for lights to settle,
PCs.
If you are leaving the SACM and router switched on then there may be a problem with either the set up of the computers or the Router as the Router will keep the connection to the SACM live all the time.
