Ignoring the FM bits, this is the correct wiring for a VCR / STB / TV setup:

I suspect that the STB is configured to output a RGB signal and the TV is configured to listen to RGB only. And the problem is that the TV doesn't automatically switch over to composite video when the VCR is set to play.
