It could be that one particular refresh rate is not able to be displayed on your card. XP during setup will try to optimize your card. Windows ME does not do this so and may use 60hz refresh rate for example.

Can you start XP in safe mode? You could then set the refresh rate to something that worked...

If this is the case thought you will need a new card eventually....
