Nope. The problem is the number of teams. If England only had 3 teams which entered, then there wouldn't have been this fuss. UEFA didn't say Liverpool couldn't defend it but it was up to the English FA to decide what 4 teams entered the competition.

What extra European place? There is none as Artemia went into the UEFA cup. Remember Artemia only enter the Champions league IF the holders have qualified via league position. If the holders have not qualified by league position then they take Artemia's place.
