You carnt detect all the people who have cut the return path in their box!
Nor can you detect all the cloned smartcards and people using those rubbishy "free PPV £30 credit" return path filters on ebay.
Hopefully the new VOD software will put a stop to it, but knowing ntl its doubtfull.
