Hmm.. assuming this is on the NON-CONNECTING PC, you are getting out through the router OK.

Can you open Internet Explorer, go to tools/Internet Options/Connections and check that 'Never dial a connection' is set, then go to 'Lan settings' (on same page) and check that NO check boxes are ticked.
