On my so called 3mb service i max out at 250-260kbs, which is more like 2mb, think i might ring ntl up and say im only gonna pay for 2mbit level of service.
Oddly enough a collegue of mine who lives not 3 miles from me gets 390kbs on his 3mb, albeit he goes through a setup box.
Odley enough when we had the speed trials for 3mb, i was getting 400kbs.
I feel that ntl has a terrible oversubscription, contention rates are much much higher than those stated. Oh and customer support..well hell why waste my time.

1st 128k took 484ms = 270810 Bytes/sec = approx 2253 kbits/sec
2nd 128k took 484ms = 270810 Bytes/sec = apptox 2253 kbits/sec
3rd 128k took 500ms = 262144 Bytes/sec = approx 2181 kbits/sec
4th 128k took 469ms = 279471 Bytes/sec = approx 2325 kbits/sec
