You want, if possible, to set the display to clone as opposed to extended desktop. This will just replicate the image on the S-Video, instead of any "inteligent" rubbish.
I assume you are getting at least the backdrop on the TV? If so, either try to clone the display, or there should be a setting in Power/win/whatever DVD for monitor settings, usualy something like "display on primary mon only."
If no picture at all (or just light noise/slight tint), you need to enable the S-Video out. Sometimes this will enable if you restart with TV connected. If not, you will need to go into display properties, and set S-Video / extra monitor output to on.

Right. In display props, click display 2 (circ.1), then make sure box checked by circle 2, which will then allow you to check the option by circle 3. You will have to disable this when you are done watching DVDs, as it will make the S-Video the primary display device.
