What I find puzzling sometimes is that on occasions when the heat really builds up, as it does at this time of year, you see these guys with hoods up baseball cap showing, as if it was freezing, it is to be concluded that either something is seriously wrong with the wearer's brain or they are up to mischief. What else can a decent citizen assume?
