Never tried getting one with the residential service - however I have had the same IP for a couple of years now.. (I never need to reboot my router....)
I seem to recall the business broadband had a static IP - but I could be wrong...

Just looked at NTLs web site - business 1.5M (single user) is 34.99 a month - not sure is that includes static IP - but is cheaper than old 1.5M personal service...
