Couple of questions then:

1. Have you checked for a Virus / Spyware etc?
2. Are you uploading much when this happens?
3. What other programs / processes are running on the machine when it happens?
4. Do you get the same problems if you connect directly to the Modem, rather than through the server?

5. Have you tried specifying a proxy rather than going through the standard proxy for your area?
