No. I call home from work (I work for Woolworths in their technical support dept) and it says "Anonymous call barring is in operation".
I call from my mobile (with 141 in front of the number) and I get the same schpeil (sp?).
NTL can get through it seems (fair enough - afterall, they run the service!)

*227# does not work on BT (you need to call BT to arrange this and it usually carries a cost of about £1 - maybe more) and only appears to work in SOME ntl areas (I think they are ex-nynex or ex-cwc areas mainly). There is a few different codes for other areas. (by the way #227# disables the call-barring )
