But that's the point Kits, as andyl points out in his quote, Governments appear unwilling or unable to make them do so! I'm sute the Taxman could get his hands on the money if he wanted to - but that would make these rich influential people stop making donations to certain political parties' coffers! So nothing will be done, as usual!
