The repeaters halve the available bandwidths (AFAIK) as the repeating doubles the traffic on the network. This could be your problem.
Perhaps Phoenix mansions needs a WLAN redesign. Two separate WLANS that dont / only just overlap on different frequencies IP ranges that are both trusted to all computers on the current WLAN.
