If it is the batteries then you could try testing the batteries in the working phone and transfer them over to the one that isn't. I have these set of phones but I do not use both bases and I usually charge one phone whilst the other is out on standby and I alternate between the two until they need charging again, doing this I believe ensures that the batteries rechargeable life is extended and that sufficient standby time whilst off charge, is maintained.
