The owner of the land gives permission to Escapee to pass because Escapee needs to to get to his house.
The owner also gives the TA permission to be on the land but neglects to inform them that there are other members of the public (such as Escapee) who also have access.
The TA meet Escapee on private land which they believe to be the only ones with permission to be on, treat him badly and as a tresspasser or however they treated him.
Escapee has a right to be there, and a right of passage, therefore the TA have no right to prevent him doing this and so was able to get the police to put the TA in their place
The fault of the mixup lies with whoever neglected to inform the TA who set up the road block that they did not have permission to do so.

If you or I had tried to pass as just members of the general public then the TA would have been able to stop us as we'd be tresspassers.
