Firstly, who accused you of doing anything illegal?

Secondly, I was asking about uploads, not downloads.

Thirdly, customers that don't do anything illegal with their connections are subsidising those that do.

Finally, caps are only needed because of what the heavy illegal users are using in bandwidth
