Call from NTL - or was it?

My Gran got a phone call this evening from a chap claiming to be from NTL. He offered her a new TV package offer, but she replied that she wasn't interested as she doesn't watch much TV. She passed the phone to my mum, to see if it was something that would interest her (she watches the cable TV in my gran's house), and he then claimed she wouldn't qualify as it was only for working people, to which she replied, how did you know she was not working, and he claimed he figured from her voice. Did 1471, caller withheld their number.
Anyway the point of this post is to confirm that the call was 'dodgy' (ie since when do NTL call customers at their house at 7:45 pm, and since when were offers only available to working people?), and just to warn anyone else if they do receive a call. I'm told their was a lot of background noise which sounded like a call centre.
Finally, the number is ex-directory, but I suppose they could use a computer program to dial all numbers which are on an NTL exchange, and my mum phoned NTL after the call to report it, but the person didn't know anything about it, and said she would pass it up to someone else to look into it.
