Would a seg that hasn't been upgraded yet stop you from upgrading through a link such as
https://autoreg.autoregister.net/cgi..._tiermigration ?
I would have thought that they would not want people upgrading in areas that required some work and would instruct NTL staff not to upgrade any customers asking for the upgrade in those areas until the work was done. But bypassing the human element and using the link just mentioned should mean that you are able to get the new config file as it appears the old config files are no longer on the apgrade site systems.
