Lets add to example by saying that NTL were informed a while ago and promised to send a DD in the post, though nothing turned up......in the example......

This sort of happened to me.
I signed up for a phone when I was in halls. It is a real busy time for them, and they employ a load of temps and tons of mistakes happen. I never recieved any bills between october and christmas. I didn't care because it was DD, so it was more of an invoice than a bill. I came back from xmas holiday and my line was dead. Some woman was being charged for my calls. NTL never contacted me to recover the cost of my calls, but that could be because after ntl wiped it, they had no way of retriving my true bill after the fact.
I'd say that in your case ntl were negligent so you shouldn't have to pay if they discover it. ntl would probably just write off the 'debt', as that is what they tend to do with mistakes.
