From that, I read that NTL are applying caps (yeah I know this is the speed thread) so the
tiny,tiny,tiny fraction of users don't spoil it for the many thousands (?) of users who just browse a few sites/forums and check their EMail

Seems strange to me .... have I interpreted it wrongly ??
