I think, with respect, you need to get a little bit real.

No company offers an 'impartial' service, they offer their own service. Ask any telecomms company whose service is the best for you, and they'll tell you it's theirs!

ntl are under no obligation to be impartial, nor are BT, OneTel, TalkTalk, Sky, or anybody else.

ntl's network is not public property, nor is it *former* public property, like BT's. It was built with private money, and therefore the company are at liberty to maximise their return on that. Being fair to other providers and/or services doesn't come into it.
