I had exactly the same problem and tried everything to get it solved. My downstream was fine, but my upstream would only register 70 - 100 Kbps. I even timed uploads to my webspace which proved that I was only getting speeds in this range. Tech support were unable to help and I was basically told that I could not get an engineer out for a low upload speed.

Then on a subsequent call, the helpful tech asked if I had problems with my STB using interactive to which I replied that I never use it, because it was slow and would crash. He told me to redial tech support and to simply report the interactive fault as an engineer would be sent for this problem.

The engineer diagnosed a faulty box and replaced it and I now get full speed in both directions:

Downstream 702 Kbps (87.8 KB/sec) 758 Kbps (inc. overheads)
Upstream 120 Kbps (15.0 KB/sec) 129 Kbps (inc. overheads)

I found it ironic that an engineer could not be sent for a poor upload speed, but the second a fault is reported with interactive, an engineer can call. To be fair, this was 6 months ago, so procedures may have changed since. I don't know if you are using a STB, but if you are, check your interactive!
